Kerala has had 23 ministries since the state was formed on November 1, 1956, with the first elected government taking office on April 5, 1957. Throughout this period, the Transport portfolio has been one of the most important, overseeing road transport, motor vehicles, water transport, railways and now metro systems.
The state has witnessed seven periods of President’s Rule during which no elected ministry existed. These are listed separately so readers can follow the chronological continuity. Several ministries were short-lived (a few months), and during some, the transport portfolio changed hands mid-term due to resignations or reshuffles.

About the Transport Ministers of Kerala Portfolio
Kerala has had 23 ministries since the state was formed on November 1, 1956, with the first elected government taking office on April 5, 1957.
Throughout this period, the Transport portfolio has been one of the most significant, overseeing road transport, motor vehicles, water transport, and railways. The Transport Minister also oversees the Kerala State Road Transport Corporation (KSRTC), which was established in 1965.

The First Transport Minister of Kerala- T.V. Thomas (1957–1959)
T.V. Thomas, a veteran Communist leader from Alappuzha, held the combined Labour and Transport portfolio in the historic first elected Communist government in the world.
His landmark contribution was the partial nationalisation of passenger water transport in the Alappuzha region, bringing backwater ferry services under state control. He also laid the groundwork for what would eventually become the Kerala State Road Transport Corporation (KSRTC, established 1965).
The ministry was controversially dismissed in July 1959 under Article 356 following the Liberation Struggle (Vimochana Samaram).
Transport Ministers of Kerala and the Kerala Congress Connection
The Transport portfolio was frequently held by leaders of the Kerala Congress or Indian National Congress, reflecting the portfolio’s importance for coalition management.
R. Balakrishna Pillai of Kerala Congress (B) notably held the Transport portfolio three times across different ministries — a record. His famous 1985 ‘Punjab Model’ speech caused a political controversy that cost him his ministerial position temporarily.
K.B. Ganesh Kumar, his son, has also served twice in the same portfolio, making them the only father-son pair to both hold the Transport portfolio separately.
Transport Minister of Kerala – Multiple Ministers in a Single Ministry
Especially from the 1990s onwards, it became common for the transport portfolio to change hands within the same ministry. In the 3rd Nayanar Ministry (1996–2001) alone, three different ministers held the portfolio:
- P.R. Kurup resigned in January 1999
- A. Neelalohithadasan Nadar resigned in February 2000 following misconduct allegations
- C.K. Nanu served the remaining term until 2001
Similarly, the 1st Pinarayi Vijayan Ministry (2016–2021) had three transport ministers: A.K. Saseendran resigned following a sting operation, Thomas Chandy resigned over a land controversy, and Saseendran returned after his acquittal.
Notable Milestones Under Transport Ministers
- 1957–59 (T.V. Thomas): Nationalisation of backwater transport in Alappuzha; Kerala Road Transport Services (Validation) Act.
- 1965: Formation of Kerala State Road Transport Corporation (KSRTC).
- 2001–03 (Ganesh Kumar): Significant restructuring of KSRTC’s route operations and finances.
- 2006–09 (Mathew T. Thomas): Early work on what would become Kerala’s metro rail policy.
- 2023 (Antony Raju / Ganesh Kumar): Launch of Kochi Water Metro, India’s first water metro system.

Note on the Turbulent 1977–1982 Period
Kerala saw six different Chief Ministers in five years during 1977–82 (Karunakaran, Antony, Vasudevan Nair, C.H. Mohammed Koya, Nayanar, and Karunakaran). Several of these were extremely short-lived ministries.
